Consultation on the Exposure Draft Data Availability and Transparency (Consequential Amendments) Transitional Rules (Transitional Entity) Amendment Rule 2023
An Accredited Data Service Provider (ADSP) is an expert intermediary who can assist data custodians to prepare and share Australian Government data appropriately with accredited users. The specialist data services that an ADSP may provide under the DATA scheme are:
- de-identification
- secure access, and
- complex data integration.
Accredited Integrating Authorities (AIAs) under Commonwealth administrative arrangements may also provide these specialist data services outside of the DATA Scheme.
Schedule 3 to the Data Availability and Transparency (Consequential Amendments) Act 2022 enables the Minister for Finance to make a Rule prescribing an entity as a ‘transitional entity’. The Data Availability and Transparency (Consequential Amendments) Transitional Rules 2022 (the Transitional Rules) currently prescribe six AIAs as transitional entities. Transitional entities can operate as ADSPs under the Data Availability and Transparency Act 2022 for a transition period ending on 30 July 2025.
It is proposed that the Transitional Rules be amended to prescribe Queensland Health, an AIA, as a transitional entity.
